An informant has disclosed a parliamentary probe that the UK abandoned confidential devices allowing Afghanistan's rulers to track down local individuals that had served with western forces.

Data Breach Puts Thousands at Risk

The source, called Person A, testified that people concerned by the security lapse were instructed to change residences and switch their mobile numbers to ensure their safety from the ruling authorities.

Members of Parliament are investigating the Conservative government's handling of a serious disclosure of confidential data affecting nearly 19,000 individuals who had asked to move to the United Kingdom to avoid the Taliban.

The Information Breach Was Discovered

A data file including private information, such as identities, addresses and sometimes household data, was mistakenly released by a staff member stationed at British military command in early 2022.

The breach became known in late 2023, when details of nine people who had applied to move to the UK appeared on Facebook.

During testimony about whether the Taliban had access to necessary encryption, the source confirmed: “They have complete capability.”

Impact of the Information Leak

Early investigations provided to the inquiry suggested that at least 49 kin and associates of individuals impacted by the leak had been murdered.

A legal restriction about the incident was implemented in late 2023 and blocked all details regarding the matter from being made public until mid-2025.

Safety Measures

Because she was restricted, Person A and the non-governmental organization she was working with advised individuals at risk they were supporting that they had “concerns that certain devices had been breached”.

“Our suggestion was that they relocate when possible and altered their contact details. These represented the crucial data that, if authorities obtained such data, would lead to them being traced,” she said.

Disputed Conclusions

The whistleblower argued that internal investigation performed by a retired civil servant had been mistaken to state that the obtaining of the dataset by the Taliban was “not significantly alter an individual's existing exposure”.

“The thing to remember is that these Afghans are in hiding from the Taliban; they are in hiding. All concerns relate to their previous employment.”

The source explained terrible abuse experienced by at-risk Afghans, comprising electric shock torture, waterboarding, and violent assaults.

“Instances include toddlers who have had their arms broken to try to get the family to disclose hiding places,” she testified.
