UK Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a recent study of municipal councils, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in England stated that six out of ten of local authorities are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling playing fields and open spaces to support their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a high proportion of councils seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and utilising savings to weather growing financial challenges.”

Detailed Examples of Proposed Sales

Medway Council in Kent said its asset disposal plan included the sale of a shopping centre in Rainham and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Broader Fiscal Strains

The survey of councils in the coalition, which includes several urban centers, also found that more than 70% of authorities will have to raise local levies next April to cover the growing cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both better provisions and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week further found local finances being stretched by the increasing figures of children and adults needing Send support.

A network of councils said that council deficits will reach £4.4bn a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a policy document setting out those reforms was recently delayed.

Deprivation and Financial Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the top 30 across the country under the latest deprivation indices,” said the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of England. The figures underscores the scale of challenges confronting local leaders across key cities in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of councils have cut or compromised care services in the past 12 months, the survey revealed.
